Just one drop of oil can contaminate approximately 13 gallons of storm water to the regulatory limit of 1 part per million. A vehicle that leaks one gallon of oil a year contaminates 1,000,000 gallons of storm water annually.

Guilty until proven innocent

The used oil regulations (40 CFR 279) presume used oil to be a hazardous waste until proven otherwise. This is known as the "Rebuttable Presumption". This means that used oil generators are allowed to rebut the presumption that the used oil is a hazardous waste by proving the halogen content is less than 1,000 parts per million

On Spec Used Oil

Used Oil must meet the following limits to be classified as 'On Spec': Arsenic < 5 ppm, Cadmium < 2 ppm, Chromium < 10 ppm, Lead <100 ppm, Flash Point > 100 degrees F, Total Halogens < 4,000 ppm. Used oil meeting the above criteria may be burned to recover the energy value of the used oil.
